Free Screening with Bassett's Mobile Mammography Coach in Sidney



       

The Cancer Services Program of Delaware, Otsego, and Schoharie counties will offer free health screenings to women  40 and older who are uninsured.  There are no income guidelines.  In partnership with the Bassett Cancer Institute's mobile screening coach, health screenings will be available without charge to those women, 40 or older, who are without health insurance or underinsured.  This event will take place on Wednesday, December 11, 9 a.m.-3 p.m. at Bassett Healthcare Network Tri-Town Regional Hospital, 43 Pearl St.West, Sidney, NY.   Screening include pelvic exams, pap tests, clinical breast exam, mammograms, and take home colorectal test kits (for men and women 50 or older).

Drowsy and Driving Don't Mix



When you are behind the wheel of a car, being sleepy is dangerous. Although most people know how dangerous drinking and driving is, they may not fully realize that drowsy driving can be just as fatal as driving drunk. Like drugs or alcohol, sleepiness slows reaction time, decreases awareness, impairs judgment and increases your risk of a crash.
However, it's difficult to attribute crashes to sleepiness because there is no standardized test for drowsiness, as there is for intoxication. This lack of standard criteria for determining when a driver is sleepy may be one reason there is little or no police training in identifying drowsiness as a crash factor.
Each year in NYS approximately, 2,800 people are involved in police reported crashes where "fatigued or fell asleep" was designated in the report. About fifty percent of the crashes occur between 11:00 p.m. and 8:00 a.m. Sixteen to twenty-four year old male drivers have the highest fatigue related motor vehicle crash rates. This type of crash often results in tragic consequences resulting in serious or fatal injuries.

Food Safety during Power Outages

Some areas of Delaware County have experienced power outages due to severe thunderstorms.  It is important to keep your food safe during a power outage to prevent spoilage which puts you at a higher risk for food borne illnesses.

If the power goes out, it is important to open the refrigerator and freezer as little as possible. Is food in the refrigerator safe during a power outage? Generally, food in the refrigerator will remain cold for four to six hours if the door isn't opened.
Discard any perishable food (such as meat, dairy, poultry, fish, eggs, and leftovers) that have been above 40 °F for over 2 hours.  When in doubt throw it out!
Never taste food to determine its safety! You can’t rely on appearance or odor to determine whether food is safe.
Note: Always discard any items in the refrigerator or freezer that have come into contact with raw meat juices.
Despite your best efforts, the food in your freezer may partially or completely thaw before power is restored.
Thawed or partially thawed food in the freezer may be safely refrozen if it still contains ice crystals or is at 40 °F or below. Partial thawing and refreezing may affect the quality of some food, but the food will be safe to eat.
If you keep an appliance thermometer in your freezer, it’s easy to tell whether food is safe. When the power comes back on, check the thermometer. If it reads 40 °F or below, the food is safe and can be refrozen.

Helpful Hints: Saving Food in the Freezer

The freezer temperature should be between 0 and -10 degrees Fahrenheit.
  • Keep the cold air in your freezer by not opening the door any more than necessary. An unopened full freezer will stay at freezing temperature about two days and a half-full freezer about one day.
  • The kind of food in the freezer makes a difference. For instance, foods with a high water content, such as meat or fruit, will stay frozen longer than food with a low water content, such as bread.
  • If your freezer is not full, group packages so they form an "igloo" to protect each other. Place them to one side or on a tray so that if they begin thawing, their juices won't get on other food.
  • If you think power will be out for several days, try to find some dry ice.  Although dry ice can be used in the refrigerator, block ice is better. If your refrigerator's freezer is thawing out, you can put the block ice in the refrigerator's freezer along with your refrigerated perishables such as meat, poultry and dairy items.

Out of the Darkness Community walks are 3-5 mile walks taking place in hundreds of communities across the country this year, with the proceeds benefiting the American Foundation of Suicide Prevention (AFSP). By walking in the Out of the Darkness Community Walks, you will be walking with thousands of other walkers nationdwide to raise money for AFSP's vital research and education programs to prevent suicide and save lives, increase national awareness about depresion and suicide, and support for survivors of suicide loss.  In deciding to walk you are taking us a step closer to making suicide prevention a national priority.

Heat Safety

•Slow down on strenuous activity and exercise, especially during the sun’s peak hours – 11 a.m. to 4 p.m.

•Exercise in the early morning between 4-7 a.m.

•Eat less protein and more fruits and vegetables – protein produces and increases metabolic heat, which can cause water loss. Eat small meals, but eat more often. Do not eat salty foods.

•Drink at least 2-4 glasses of water per hour during extreme heat, even if you do not feel thirsty. Avoid beverages containing alcohol or caffeine.

•If possible, stay out of the sun and stay in air conditioning. The sun heats the inner core of your body, resulting in dehydration. If air-conditioning is not available, stay on the lowest floor, out of the sunshine, or go to a public building with air conditioning.

•If you must go outdoors, wear sunscreen with a high sun protector factor rating (at least SPF 15) and a hat to protect your face and head. When outdoors, wear loose-fitting, lightweight and light-colored clothing. Cover as much skin as possible to avoid sunburn and over-warming effects of sunlight on your body.

•Do not leave children, pets or those who require special care in a parked car or vehicle during periods of intense summer heat – temperatures inside a closed vehicle can reach over 140 degrees Fahrenheit quickly. Exposure to high temperatures can kill within a matter of minutes.

•Make an effort to check on your neighbors, especially if they are elderly, have young children or have special needs.

•Make sure there is enough water and food for pets and limit their exercise.

PEOPLE WHO SHOULD BE AWARE
•Elderly persons and small children are mostly affected.

•Persons with weight or alcohol problems are very susceptible to heat reactions.

•Persons on certain medications or drugs.
HEAT HEALTH HAZARDS
•Heat Stroke: Also known as sunstroke - can be life threatening. Body temperature can rise and cause brain damage; death may result if not cooled quickly. Signals include hot, red, and dry skin; changes in consciousness; rapid, weak pulse, and shallow breathing. Relief for lowering body temperature can be with a cold bath or sponge.

•Heat Exhaustion: Less dangerous than heat stroke, heat exhaustion usually occurs when people exercise too heavily or work in warm, humid places where body fluids are lost. Signals include cool, moist, pale or flushed skin; heavy sweating; headache; nausea or vomiting; dizziness and exhaustion. If symptoms occur, get the victim out of sun, and apply cool, wet cloths.

•Sunburn: Sunburn slows the skin’s ability to cool itself. Signals include redness and pain; in severe cases, swelling of skin, blisters, fever, and headaches can occur. Ointments can be a relief for pain in mild cases. A physician should see serious cases.

•Heat Cramps: Muscular pains and spasms caused by heavy exertion. Loss of water and salt from sweating causes cramping. Signals are abdominal and leg muscle pain. Relief can be firm pressure on cramping muscles, or gentle massages to relieve cramping.
ENERGY CONSERVATION
•Power outages are more likely to occur during warm weather, when utility usage is at its peak. To avoid putting a strain on the power grid, conserve energy to help prevent power disruptions.

•Set your air conditioner thermostat no lower than 78 degrees. Only use the air conditioner when you are home.

•Turn non-essential appliances off – only use appliances that have heavy electrical loads early in the morning or very late at night.

Sunscreen Use at Children's Camps and Schools


Consultation between the State Education Department (SED) and Health Department regarding the importance of protecting children from potential overexposure to the sun has resulted in revisions to guidance pertaining to the application of sunscreen by children while at school or summer camp. 
The SED guidance was changed to reflect that a medical provider order is no longer required to allow a child to carry and use sunscreen when it is used to protect against overexposure to the sun, the sunscreen is approved by the US Food and Drug Administration (FDA) for over-the-counter use, and the child's parent or guardian provides written permission for the child to carry and use sunscreen.  Children's camp operators should review the their policies regarding the use of sunscreen and consider revising the health history or other forms to get the necessary parental or guardian authorization to implement this guidance.

Public Health to Hold Flu Clinic

Delaware County Public Health will be holding a Flu clinic on Monday, January 21, 2013 from 1PM-2:30PM by appointment only, at Delaware County Public Health, 99 Main St, Delhi, NY 13753.  Public Health has a limited supply of Flu vaccine for ages 3 and up, the cost of the vaccine is $25.00, and insurances will not be billed.  To make an appointment for the flu shot people must call Delaware County Public Health at 607-832-5200.

Governor Cuomo Declares State Public Health Emergency in Response to Severe Flu Season

Executive Order Issued to Permit Pharmacists to Administer Flu Vaccinations to Patients Between Six Months and 18 Years of Age
Governor Andrew M. Cuomo today declared a Public Health Emergency for all of New York State in response to this year’s increasingly severe flu season. The Governor issued an Executive Order which allows pharmacists to administer flu vaccinations to patients between six months and 18 years of age. This Order suspends for the next 30 days the section of State Education Law that limits the authority of pharmacists to administer immunizing agents only to individuals 18 years of age or older.
Already 19,128 cases of influenza have been reported in New York this season, far more than the total of 4,404 positive laboratory tests that were reported all of last season (2011-2012). Additionally, as of January 5, 2013, the New York State Department of Health (DOH) received reports of 2,884 patients hospitalized with laboratory-confirmed influenza, compared to 1,169 total hospitalizations in 2011. To date, two children in New York State and eighteen children across the United States and have died as a result of this year’s seasonal influenza.
“We are experiencing the worst flu season since at least 2009, and influenza activity in New York State is widespread, with cases reported in all 57 counties and all five boroughs of New York City,” Governor Cuomo said. “Therefore, I have directed my Administration, the State Health Department and others to marshal all needed resources to address this public health emergency and remove all barriers to ensure that all New Yorkers - children and adults alike - have access to critically needed flu vaccines.” The Governor strongly urges New Yorkers who have yet to receive a flu shot to schedule one immediately, as influenza cases continue to rise sharply across the State. To ensure all New Yorkers know the importance of - and have easy access to - flu shots, the Governor announced that the State Health Department (DOH), working closely with county, regional and private health care partners as well as local health departments, will launch a broad promotion of flu immunization. As part of the promotional effort, ongoing flu-related information and resources will be continuously updated and disseminated via press advisories and media events, dedicated websites and social media sites such as Facebook and twitter.
The State Health Department will also continue to issue health advisories to healthcare providers, hospitals, long-term care facilities, local health departments and pharmacies to strongly advise all New Yorkers who have not already received their influenza vaccine to do so immediately, and to encourage all providers to continue to administer the influenza vaccine to their patients. DOH provides to health care facilities a web-based tool kit for influenza vaccination programs: www.health.ny.gov/prevention/immunization/toolkits/.
New Yorkers can find a local vaccine provider by visiting http://flushot.healthmap.org/ and entering their zip code. New Yorkers without internet access can call 1-800-522-5006 or through TTY access at 1-800-655-1789 to find a nearby provider.
The federal Centers for Disease Control and Prevention (CDC) has been testing this year’s known influenza viruses and matching them to the three viruses included in the 2012-2013 flu vaccine. To date, all of the influenza A (H1N1) and influenza A (H3N2) viruses that have been tested match the vaccine and approximately 69 percent of the known influenza B viruses match the vaccine.
The Governor reminds New Yorkers who have not been vaccinated for influenza that it is NOT too late to get a vaccination. Flu vaccine can be obtained at health care providers’ offices, local health departments, and pharmacies across the state. Since flu often continues into late winter or early spring, vaccinations at this time of year offer important protection. DOH recommends that everyone six months of age or older receive a flu vaccination. Those under six months of age cannot get a flu vaccination.
Since the flu virus can spread through coughing or sneezing, it is important that family members and people who regularly come in contact with young children or individuals at high risk get a flu shot. In addition, all health care workers should be vaccinated against influenza and other communicable diseases to protect their health and the health of their patients.
Symptoms of influenza resemble those of a cold, but come on swiftly and are more pronounced. A person who has the flu usually has a fever, chills, a severe headache, and muscle aches, as well as a cough or sore throat. Although most people will usually recover from flu without complications, the virus poses a more serious risk for individuals younger than age two, those over 50, pregnant women, and people with weakened immune systems or chronic medical conditions.
Individuals who have flu-like symptoms like a fever, cough, or sore throat, should call their doctor first before heading to the hospital. Many New Yorkers are going to the emergency room with mild symptoms; there’s no need to go to the hospital unless your doctor advises you to.

Matter of Balance Classes



Under Title IIID funding, the Delaware County Office for the Aging, in collaboration with Delaware County Public Health Services, will be offering “A Matter of Balance” program. This award winning program is an evidence based health and wellness program, involving 16 hours of class time, designed to benefit older adults who are concerned about falls. The first Delaware County “A Matter of Balance” class begins Friday, January 18th at 10 am until 12 noon and runs every Friday from 10 am to 12 noon for eight weeks. The classes are being held at the Delaware County Public Safety Building, 280 Phoebe Lane, Delhi, NY. There is no cost to participants; just a commitment that they will attend the full 16 hour program once registered. If you are interested in registering contact the Office for the Aging at 607-746-6333. Classes will be held 10 am to 12 noon on January 18th, 25th, February 1st, 8th, 15th, 22nd, March 1st and 8th.

What is “A Matter of Balance”?

Many older adults experience a fear of falling. People who develop this fear often limit their activities, which can result in physical weakness, making the risk of falling even greater. A Matter of Balance: Managing Concerns About Falls is a program designed to reduce the fear of falling and increase activity levels among older adults.

“A Matter of Balance” includes eight two-hour sessions for a small group led by two coaches, trained by Master Trainers for the program.. This nationally recognized program was developed at the Roybal Center at Boston University.

During the class, participants learn to:

• View falls as controllable

• Set goals for increasing activity

• Make changes to reduce fall risk at home

• Exercise to increase strength and balance

Who should attend “A Matter of Balance”?

The program was designed to benefit community-dwelling older adults who:

• Are concerned about falls

• Have sustained falls in the past

• Restrict activities because of concerns about falling

• Are interested in improving flexibility, balance and strength

• Are age 60 or older, ambulatory and able to problem solve
