Cancer Screening in Walton

The Cancer Services Program will be offering cancer screenings to uninsured women age 40 and older and men age 50 and older. Cancer screenings offered include Pap Tests, Pelvic Exams, Breast Exams, Screening Mammograms and Take Home Colorectal Cancer Screening Kit. Delaware County Public Health will be holding a flu for clinic for ages 3 and up on Wednesday October 19th, 2011 from 1pm-3pm at Delaware County Public Health, 99 Main St, Delhi, NY 13753. Delaware County Public Health will be celebrating Child Passenger Safety Week by holding a free Car Seat Check, on Thursday September 22, 2011 from 1pm-3pm at the Haggerty Ace Hardware, 36 West St Walton, NY. A car seat check gives parents and caregivers an opportunity to check if their child’s car seat is properly restrained and meets their weight and height requirements. Flood Safety

WATER SAFETY
Contaminated water can contain microorganisms that cause diarrhea, vomiting, abdominal cramps, headaches, or other symptoms…so make sure you disinfect all water before drinking it or using it to prepare food by:
Bringing water to a rolling boil for two minutes
Then let the water cool before drinking
Boiled water will taste better if you put oxygen back into it by pouring it back and forth between two containers.
*It is safe to shower/shave with unboiled water as long as the water is not swallowed*

Well Contamination
If the area around your well was flooded or if you suspect that your well is contaminated, you need to shock the well and flush well before using it. You should continue disinfection at the tap until the water is tested and found suitable for drinking. Contact the New York State Department of Health at 607-432-3911 for support with well disinfection. Well test kits are no longer available through the New York State. The following commercial labs will test water:

FOOD SAFETY – AFTER A POWER OUTAGE
When in Doubt Throw It Out!!
· Throw out raw foods
· Canned foods can be used unless the cans are swollen, rusted, seriously dented, or the contents cannot be identified. Wash off food cans that are still sealed and disinfect them for five minutes in a bleach solution of two teaspoons of bleach per gallon of water.
· Food in the refrigerator will remain cold for four to six hours if the door isn’t open, food in the freezer will stay frozen for about one day.
· Some foods normally kept in the refrigerator are okay to keep even if they have been at room temperature for a few days (Ex. Butter/Margarine, Hard Cheese, Fresh Fruit/Veggies
· Discard food containers and jars with lids that are screwed or pressed on (soda bottles, pickle jars, jars or sauce)
· Use boiled or bottled water to make ice
· Thoroughly wash dishes, utensils, and cookware using soap and water, hot water if available. Rinse, then sanitize by immersing in a solution of 1 tablespoon bleach per gallon of drinking water. Sanitize sterling silver by putting it in boiling water for at least two minutes

INDOOR AIR SAFETY
Bacteria and mold brought into the home during flooding may present a health hazard. Dry out your home as quickly as possible.
Open windows and doors to provide plenty of fresh air
Discard items that have been soaked with flood waters. Dehumidifiers, fans, and open windows all help to dry out your home.
Remove standing water and wet materials
If mold growth has already occurred, carefully remove the moldy material with the bleach mixture (2 teaspoons of bleach per gallon of water)
Consider using personal protective equipment when cleaning or removing mold-gloves, goggles and a mask if possible
DO NOT mix products containing chlorine with ammonia based products - They may produce chemical reactions and gasses that can be hazardous or even fatal.
Never use generators or propane or barbeque grills in indoor spaces – this can cause carbon monoxide gas poisoning
Individuals with mold allergies/asthma should not clean or remove moldy materials.

HANDLING DRY ICE
Check to see if Dry ice is being distributed at the distribution sites in your town.
Handle dry ice with gloves or tongs in a well-ventilated area.
Separated dry ice from food with a piece of cardboard.

Tetanus Clinics

Delaware County Public Health will be conducting Tetanus Clinics for adults over the age of 18 for first responders and volunteers working on flood recovery. Clinics will be held on Tuesday September 13, 2011 from 6pm to 8pm. at MARK Project Route 28, Arkville, NY. Another clinic will be held on Thursday September 15, 2011 at the Grand Gorge Fire Hall from 6pm to 8pm, no appointments needed. Texting while driving

On Tuesday July 12, 2011 Governor Cuomo signed into a law a tougher ban on texting while driving. The new texting law takes effect immediately and makes texting while driving a primary traffic offense. It comes with a fine of up to $150.00 and three points off a license the same as a speeding ticket. Additional court fees vary by locality but can increase that cost considerably. Illegal use of an electronic device includes "composing, sending, reading, accessing, browsing, transmitting, saving or retrieving electronic data such as email, text messages, or webpages," the Governors Office states. It also bans any viewing, talking, or transmitting images, or playing games.
New York's new law does not penalize drivers using a handheld electronic devices that is affixed to a surface or using a GPS device that is attached to the vehicle; or if they using the devices in an emergency situation

Change your Clocks and smoke alarm batteries

When it’s time to "spring forward" and change the clocks on Sunday, March 13, make sure to also change the batteries in all of your smoke alarms if you have not yet done so this year - it could save your life! Did you know that having a working smoke alarm reduces a person's chance of dying in a fire by half? For the best protection, install smoke alarms on every level of your home, outside every sleeping area, and in every bedroom. Smoke alarms should be mounted high on walls or ceilings, and tested monthly.It's important to replace smoke alarm batteries at least once a year. If you have long life smoke alarms, it is still important to check them monthly and make sure to replace them when they start to chirp. Even if your smoke alarms are hardwired, replace the batteries in case of a power outage.

What It Was Like To Have Autism as a Young Child

Presented by Polly Emmons, MS Ed, and Dylan Emmons, student at Ithaca College and person with Asperger’s Syndrome

Polly Emmons has an MS Ed in Elementary Education with certification in both general and special education, currently a secondary special education teacher and mother of a child with Asperger’s Syndrome, and co-author of the book “Understanding Sensory Dysfunction” (Jessica Kingsley, 2005). Her son, Dylan, is a writing major at Ithaca College. Dylan hopes to educate and inform others of his life experiences and perspective of one living with an Autism Spectrum Disorder. Dylan is now capable of articulating many of the social/sensory frustrations he experienced as a child. He and his mother will talk about specific challenges and obstacles that were presented and how these challenges and their “solutions” affected Dylan, then and now. This presentation will resonate with anyone who is parenting or has parented a child with Asperger’s Syndrome.

The local Early Intervention Coordinating Council (LEICC) will meet Tuesday, March 8 from 1:30 to 3:30pm at Delaware Opportunities building, 35430 state Route 10 in Hamden. The LEICC advises and assists the Early Intervention Program for children from birth to age 3 who have developmental delays. The council holds open meetings two times each year and anyone who is interested may attend.
The state report for Delaware county's early intervention program will be addressed and ideas for improving family outcomes will be discussed.

A stress-manangment workshop is being provided by the Walton Central School District and the Institute for Child Development in order to provide parents tools for effectively managing and coping with stress in their lives. Here are some details:

Who can attend? Parents of children with an autism spectrum disorder. Parents do not need to have a child enrolled in Walton Central School District to attend.

The U.S. Food and Drug Administration today announced the agency is working with Abbott Diabetes Care to recall 359 different lots of glucose test strips marketed under the following brand names:
Precision Xceed Pro;
Precision Xtra;
Medisense Optium;
Optium;
OptiumEZ; and
ReliOn UltimaThese strips are used with Abbott’s Precision Xtra, Precision Xceed Pro, MediSense Optium, Optium, Optium EZ and ReliOn Ultima blood glucose monitoring systems. As many as 359 million strips may be affected by the recall. The blood glucose monitoring systems are not affected by this recall.
The recall pertains to certain lots of these test strips distributed in the United States and Puerto Rico. Other Abbott Diabetes Care products are not affected by the recall.
The test strips being recalled may give falsely low blood glucose results. False results may lead patients to try to raise their blood glucose unnecessarily, or they may fail to treat elevated blood glucose because of a false, low reading. Both scenarios pose risks to a patient’s health.
The recall is related to the test strips’ inability to absorb enough blood for monitoring. Strips exposed to warm weather or prolonged storage may be more likely to provide a false result.
The test strips were manufactured between January and September 2010 and are sold both in retail and online settings directly to consumers, but are also used in health care facilities.

Pfizer Adds Another Lot to October Lipitor Recall

December 21, 2010 (New York, New York) — Pfizer announced the recall of another lot--approximately 19 000 bottles--of atorvastatin (Lipitor) 40-mg tablets from the US market due to reports of the same "uncharacteristic odor" that prompted the recall of 191 000 bottles of Lipitor earlier this year [1]. The recalled lot is 0836050.
The company says that a medical assessment concluded that the risk of health consequences from taking drugs from this lot are minimal, but it is advising patients who have tablets from the recalled lot to return them to their pharmacist in exchange for a new bottle. Pfizer does not anticipate a shortage resulting from the recall.
After the first recall, the company found the odor was most likely coming from very low levels of tribromoanisole in the pill bottles supplied by an outside vendor. Tribromoanisole comes from a wood preservative used in pallets to transport and ship a variety of products. Pfizer prohibits its suppliers from using tribromoanisole-treated pallets to ship its products.
This is the fourth recall of this product for "odor" reasons.

Abbott Voluntarily Recalls Certain Similac® Brand Powder Infant Formulas That Did Not Meet Its Quality Standards

FOR IMMEDIATE RELEASE - Sept. 22, 2010 - ABBOTT PARK, Ill. - Abbott is initiating a proactive, voluntary recall of certain Similac-brand, powder infant formulas in the U.S., Puerto Rico, Guam and some countries in the Caribbean.
Abbott is recalling these products following an internal quality review, which detected the remote possibility of the presence of a small common beetle in the product produced in one production area in a single manufacturing facility. The United States Food and Drug Administration (FDA) has determined that while the formula containing these beetles poses no immediate health risk, there is a possibility that infants who consume formula containing the beetles or their larvae, could experience symptoms of gastrointestinal discomfort and refusal to eat as a result of small insect parts irritating the GI tract. If these symptoms persist for more than a few days, a physician should be consulted.
The recall of these powder infant formulas includes:
Certain Similac powder product lines offered in plastic containers.
Certain Similac powder product lines offered in sizes such as 8-ounce, 12.4-ounce and 12.9-ounce cans.

Booster Seats Preventing Childhood Injuries

ALBANY, N.Y. (Aug. 10, 2010) - A New York State Department of Health (DOH) study, "Effects of Upgraded Child Restraint Law Designed to Increase Booster Seat Use in New York," published yesterday in the 2010 September issue of Pediatrics found that the injury rate for motor vehicle crashes decreased by 18 percent for children 4 to 6 years of age after the state law requiring booster seats was implemented in 2005.
"Motor vehicle crashes are the leading cause of death for children in this age group," said State Health Commissioner Richard F. Daines, M.D. "This is the first state study comparing traffic injury rates for children before and after implementation of New York's booster seat law. It is clear from this study that booster seats are playing an integral role in preventing serious injuries to young children and saving lives."
The study, funded by the federal Centers for Disease Control and Prevention, the National Highway Traffic Safety Administration (NHTSA) and the New York State Governor's Traffic Safety Committee, was conducted by Kainan Sun, Ph.D., Michael Bauer, M.S., and Susan Hardman, B.S., from DOH's Bureau of Injury Prevention. It compares the traffic injury rate for booster-seat aged children before and after the implementation of the state law enacted in March 2005 by using the State Department of Motor Vehicle's Accident Information System. The decrease in child injuries was primarily attributed to a 72 percent increase in the use of child restraints as required by state law.
New York law requires the use of booster seats or other child restraint systems for children 4 to 6 years old when riding in motor vehicles. In November 2009, the state child restraint law was expanded to include all children until their 8th birthday.
"One of the most important actions a parent can take when transporting a child in a motor vehicle is buckling them properly into a car seat or booster seat that is appropriate for their child's age and weight," Dr. Daines said. "Children grow very quickly, so it is important for parents to monitor this growth and ensure that their children are in booster seats when they no longer fit traditional, forward-facing child safety seats."
The American Academy of Pediatrics and NHTSA recommend the use of belt-positioning booster seats to prevent injury when children outgrow forward-facing child safety seats, usually at 4 years of age or 40 pounds, but are still too young and too small to properly fit into the seat belt alone.

Name of Product: Pottery Barn Kids drop-side cribs
Units: About 82,000
Retailer: Pottery Barn Kids, a division of Williams-Sonoma, Inc., of San Francisco, Calif.
Hazard: The cribs’ drop-sides can detach when hardware breaks, creating a space into which a young child can become entrapped, which can lead to suffocation. A child can also fall out of the crib. Drop side incidents also occur due to incorrect assembly and with age-related wear and tear.
Incidents/Injuries: CPSC and Pottery Barn Kids have received 36 reports of drop sides that have malfunctioned or detached, resulting in seven minor injuries when children fell out of the cribs or got their legs caught between the mattress and the drop side. One child became entrapped at the head between the drop side and crib mattress but was freed without injury.
Description: This recall involves all Pottery Barn Kids drop-side cribs regardless of the model number. Pottery Barn Kids is printed on a label attached to the crib headboard or footboard.

Important Message from CPSC: CPSC reminds parents not to use any crib with missing, broken, or loose parts. Make sure to tighten hardware from time to time to keep the crib sturdy. When using a drop-side crib, parents should check to make sure the drop side or any other moving part operates smoothly. Always check all sides and corners of the crib for disengagement. Disengagements can create a gap and entrap a child. In addition, do not try to repair any side of the crib. Babies have died in cribs where repairs were attempted by caregivers. Age is factor in the safety of any crib. At a minimum, CPSC staff recommends that you not use a crib that is older than 10 years. Many older cribs may not meet current voluntary standards and can have numerous safety problems.

Every 40 seconds someone in the U.S. seeks medical attention for a dog bite-related injury. Each year in NYS, more than 16,000 people receive a dog bite serious enough to require treatment at a hospital. That’s nearly 50 people every day! These dog bites result in nearly $20 million in hospital charges.
In NYS, the number of dog bites shows a marked increase during the warm weather months; over 40% of dog bite injuries serious enough to require hospital treatment occur between May 1 and August 31.
Most dog bites occur at home or in a familiar place and the vast majority of biting dogs belong to the victim's family, a friend, or neighbor. In NYS, the rate of dog bite-related injuries is highest among children under age 15 who account for approximately one-third of all hospital visits for these injuries.
Tips for Safely Enjoying Fido:
Do not approach an unfamiliar dog. If confronted by an unfamiliar dog:
Avoid direct eye contact.
Do not pet the dog without allowing it to see and sniff you first. When you pet the dog, avoid the head and tail.
Remain motionless.
Do not run from the dog or scream.
Reacting to dogs you meet:
Always ask an owner's permission before petting his or her dog.
Approach a dog by calmly walking up to it; running can scare and startle a dog leading to a bite.
Put food, sticks, balls and other items in your hands aside and out of the way before petting a dog; a dog may grab for an item in a person's hand leading to an accidental bite.

On February 22, 2010, new legislation took effect in New York State requiring the installation of carbon monoxide (CO) alarms. Under “Amanda’ Law,” all new and existing one and two-family homes, multifamily homes and rentals with a fuel-burning appliance, system, or attached garage must have CO alarms. This legislation expands upon the previous law which only required CO alarms in new homes or when a home was sold and is intended to help save lives from a silent, odorless, and colorless killer.

This revised law requires homes built prior to 2008 to have a CO alarm installed on the lowest story having a sleeping area, while those built after 2008 must have a CO alarm on each story with a sleeping area or where a source of CO is located. Homes built prior to 2008 will be permitted to have battery-powered alarms, but homes constructed after January 1, 2008 will need to have the alarms hard-wired with battery-backup.

CO is the leading cause of accidental poisoning deaths in the U.S. Each year more than 400 people die from accidental, non-fire-related CO poisoning and over 20,000 people visit emergency departments for CO-related health effects. In New York State between 2000 and 2006, 870 residents were hospitalized for unintentional non-fire-related CO poisoning.

A recent NYSDOH survey estimates that over 70% of NYS residents already have at least one CO alarm. However, a separate survey of NYS residents conducted for Kidde, a manufacturer of CO alarms, suggests households may not have enough alarms for the size of their home and some people may not be aware of the need to periodically replace a CO alarm. CO alarms should be properly installed and operated on each floor and near sleeping areas and should be replaced every five years unless the manufacturer specifies a different time period.

Larger Supplies of Vaccine Expected to be Available by Mid-November

With cases of H1N1 flu increasing and not enough vaccine to meet current needs, the Delaware County Public Health is urging residents to stay home if they are sick and follow other preventive measures to limit the spread of the flu.

“Flu activity is currently widespread and increasing across New York State,” said Bonnie Hamilton Delaware County Public Health Director, noting that almost all of the flu activity so far this fall is caused by the H1N1 flu virus, although seasonal flu is expected to begin circulating later in the flu season.

“While vaccine offers the greatest protection from the flu, there are currently not enough H1N1 flu vaccine supplies to meet the demand due to delays in production reported by the federal Centers for Disease Control and Prevention (CDC),” said Bonnie Hamilton. “We are scheduling H1N1 clinics as we receive vaccine”, said Bonnie Hamilton. “The vaccine shipped to us dictates what priority groups and populations we can administer the vaccine to.”

Currently Delaware County Public Health has two H1N1 clinics planned for Delaware County residents only. On Friday November 6 H1N1 nasal spray vaccine clinic will be held at Delaware County Public Health, and on Friday November 13 Delaware County Public Health will be holding another H1N1 clinic. People must call Delaware County Public Health at 832-5200 to be screened for an appointment.

“As we wait for vaccine to become more plentiful in the coming weeks, there are important measures Delaware County residents can take to reduce their chances of getting and spreading the flu”, said Bonnie Hamilton.

Bonnie Hamilton urges all residents to take the following measures:

· Cough or sneeze into a tissue or the crook of your elbow, not your hands. Throw the tissue in the trash after you use it.
· Wash your hands often with soap and water. Use an alcohol-based hand sanitizer if you aren’t near a sink.
· Keep your hands away from your eyes, nose and mouth. Flu spreads that way.
· Try to avoid close contact with sick people.
· Stay home when you are sick, and do not return to school or work until you have been fever-free without medication for at least 24 hours.

“You don’t need to go to a hospital emergency department if your illness is mild,” said Bonnie Hamilton. “Most people with the flu have mild to moderate symptoms and recover at home without medical treatment.”

However, Bonnie Hamilton emphasizes there are times when it is appropriate to seek medical treatment. “Any individuals experiencing severe or worsening symptoms should immediately contact their health care providers”, she said.

Signs that medical treatment may be needed for children include:

n Fast breathing or trouble breathing
n Refusing to drink fluids
n Severe vomiting or diarrhea that won’t stop
n Being too irritable to be held
n Bluish skin color
n Flu-like symptoms that improve but then return with fever and worse cough
n Fever with a rash

Signs that medical treatment may be needed for adults include:

n Trouble breathing or shortness of breath
n Pain or pressure in the chest or stomach
n Sudden dizziness
n Confusion
n Severe vomiting that won’t stop
n Flu-like symptoms that improve but then return with fever and worse cough

Bonnie Hamilton recommends that individuals at higher risk for serious illness and complications from the flu contact their health care provider at the first sign of the flu to see if it is appropriate for them to be prescribed an antiviral medicine, such as Tamiflu, which can reduce the severity of the flu.

Bonnie Hamilton said the New York State Health Department is getting vaccine to health care providers in the State as quickly as the vaccine is made available by the CDC. But due to unanticipated production delays at the manufacturing level, large quantities of vaccine needed for widespread vaccination may not be available until mid-November or later.

Bonnie Hamilton said that an individual’s regular health care provider may be the best option for getting vaccinated, and residents should check with their providers to see if they are expecting to receive vaccine. Individuals whose providers indicate they will not be vaccinating should check the Delaware County Public Health website at www.delawarecountypublichealth.com for information about local vaccination clinics. Details will be provided if and when clinics are scheduled.
